VNRC's Vermont land-use planning classic presentation converted into a film by John Karol for the Environmental Planning Information Center - a project of the Vermont Natural Resources Council. So Goes Vermont is a look back at the changing character of Vermont in the early days of Act 250, and serves as a cautionary tale for similar challenges faced across the country today.
