Unfortunately, communities, regions and the state have not taken full advantage of available planning tools to help prepare for a carbon-constrained world. VNRC Supports Anti-Idling EffortsAnti-idling initiatives have been gathering steam across the U.S. - as well as in Vermont - yet the Green Mountain State remains the last New England state without an idling ordinance on the books. In January, VNRC testified in support of H.97 - an anti-idling bill that "has the potential to take Vermont one more small but important step forward to help save energy and meet our greenhouse gas emission reduction goals." PACE 2.0 - Strategic Fixes Needed to Important Energy Financing ProgramDozens of Vermont communities have expressed an interest in moving the clean energy financing tool known as 'PACE' forward locally. That's because PACE could provide a key mechanism for making up-front capital available to homeowners for investments in significant weatherization projects or home-scaled renewables. Unfortunately, federal mortgage backers like Fannie Mae and Freddie Mac have created some potentially debilitating stumbling blocks to the program. Now, an effort is afoot to address those issues and move the promising program forward. Forums to Focus on State Comprehensive Energy Plan UpdateTo guide the state in making some complex and strategic choices on how Vermont will meet its energy needs far into the future, the Department of Public Service recently commenced a much-needed update to Vermont’s Comprehensive Energy Plan, last officially adopted in 1998. Public input into this forward-looking plan is imperative, and VNRC is helping to organize a series of forums aimed at hearing how Vermonters think and hope the state will meet its energy needs. |
